Oman to expand plastic shopping bag ban from Jan. 1, 2026

Fourth phase widens restrictions to construction, agricultural and food retail as Sultanate steps up fight against plastic pollution.

MUSCAT — Environment Authority said it will launch the fourth phase of its nationwide ban on plastic shopping bags from Jan. 1, 2026, expanding restrictions to a wider range of commercial and service activities as part of the country’s drive to curb plastic pollution in Oman.

The new phase builds on a gradual rollout that began with pharmacies, hospitals and clinics, before extending to selected retail outlets and, later, shopping malls and large establishments. Authorities said the earlier phases helped cut plastic bag consumption, raise environmental awareness and improve compliance with eco-friendly alternatives.

Under the fourth phase, the ban will apply to businesses including construction material outlets, cookware shops, animal feed and agricultural supply stores, ice-cream and snack vendors, juice shops, skewer and grill stalls, mills, honey and date sellers, water filter and pump retailers and service centres, irrigation system suppliers, pet shops and nurseries, among others.

The Environment Authority said the move is aimed at reducing the environmental impact of plastic waste, protecting terrestrial and marine ecosystems and conserving biodiversity, while accelerating the shift toward reusable and sustainable alternatives.

The authority urged affected businesses to prepare ahead of the implementation date by securing approved alternatives, adding it will continue awareness campaigns, coordination with relevant agencies and inspection drives to ensure smooth enforcement in line with Oman’s broader sustainability goals.
