MADRID : The agreement, announced today, sets the foundation for a strategic alliance that will lead to the development of new tourism projects and serve as a roadmap toward a final partnership following regulatory approvals. Under the initial plan, Omran and TUI will cooperate on the launch of five hotels and resorts in Dhofar Governorate, expected to welcome international visitors by 2028.
These properties will be managed under TUI’s renowned global hotel brands, offering diverse hospitality experiences designed to enhance Dhofar’s potential and cement its role as a competitive tourism hub throughout the year.


The agreement also outlines the establishment of a new partnership structure, with Omran Group and TUI each holding 45 percent and a private investor owning the remaining 10 percent. Additionally, Omran intends to acquire a 1.4 percent strategic stake in TUI Group upon finalization.

His Excellency Salem bin Mohammed Al Mahrouqi, Minister of Heritage and Tourism, described the deal as a “pivotal step in strengthening the Sultanate of Oman’s position on the global tourism map,” highlighting its role in creating jobs, attracting quality investments, and advancing the ministry’s comprehensive tourism development plan across governorates.
His Excellency Azzan bin Qassim Al Busaidi, Undersecretary for Tourism and Chairman of Omran Group, emphasized that the agreement reflects Omran’s commitment to blending global expertise with Oman’s national vision. “By combining international expertise with national vision, we are taking the first steps towards unlocking Oman’s full tourism potential,” he said.
From TUI’s side, CEO Sebastian Ebel underscored the significance of the partnership in building a sustainable, high-quality tourism offering in Oman. Peter Krueger, TUI’s Chief Strategy Officer and CEO of TUI Experiences, added that international demand for Oman is rising, and this alliance will pave the way for expanding tourism products and services in the country.
