Oman establishes first national company for health insurance claims management

The Sultanate of Oman has launched its first locally licensed company dedicated to managing health insurance claims - GreenLine Insurance Services LLC.

MUSCAT – The company, backed by a national vision aligned with Oman Vision 2040, is poised to bring international standards and smart solutions to a sector experiencing rapid growth.


This milestone comes amid increasing demand for efficient and secure health insurance services. As the first Omani company licensed to operate in this field, Green Line aims to address long-standing challenges by offering advanced claims management services that reduce reliance on foreign operators and keep sensitive data within the country.


Faisal bin Hamad Al Rashdi, Co-founder and CEO of GreenLine Insurance Services, said the idea was born out of years of experience in the health insurance industry, where he witnessed significant operational inefficiencies, whether at the level of insurance companies, healthcare providers, or even the insured.

Given the clear gap in claims management, he decided to establish this company, especially with the announcement issued by the Capital Market Authority (currently the Financial Services Authority) opening the door for licensed health insurance claims management companies.


Al Rashdi explained that Oman’s health insurance sector lacked a specialised claims management entity, relying instead on foreign companies operating outside the Sultanate. This affected the speed and quality of services, in addition to the possibility of health data being leaked via external systems. The Financial Services Authority had taken the initiative to issue clear legislation to ensure that this data is stored within the Sultanate of Oman.


He pointed out that the company represents a reliable source managed by national competencies, meeting market needs through its proximity to customers, which directly impacts the quality of its work and the speed of its transactions.


Speaking about the market’s reception of this project, Al Rashidi emphasised that it’s natural for any sector to face challenges when it enters a phase of change, especially when there are long-standing working relationships between the market and external entities that have managed this activity for decades. “However, it’s imperative to redouble our efforts to build trust and confirm our readiness to provide high-quality services that meet the needs of the target groups and meet their aspirations, in addition to fully adhering to national regulations,” he stated.


Regarding the project and its nature, he pointed out that the company offers a comprehensive package of services for managing health insurance claims that meet international standards. These include accurate and rapid medical claims management, medical and administrative verification using smart systems that detect duplication and errors, and medical network management – from contracting with hospitals and clinics to monitoring the quality of service provided to insured persons. Furthermore, data analysis and smart reports help insurance companies make decisions based on accurate data.


GreenLine is integrated with Oman’s national digital platform Dhamani, approved by the Financial Services Authority, ensuring fully electronic and seamless operations.
