Oman’s Shura Council to adjourn second annual session of 10th term on July 13

Based on the Royal orders of His Majesty Sultan Haitham bin Tarik, the Shura Council will adjourn its second regular session (2024-2025) of the tenth term (2023-2027) on July 13, 2025.

MUSCAT : This comes in implementation of Article 41 of the Law of the Council of Oman.
His Excellency Ahmed Mohammed Al Nadabi, Secretary-General of Shura Council, confirmed that the Shura Council witnessed vigorous legislative activity during the first half of the tenth term, particularly across its first and second sittings.


The Council’s efforts have remained closely aligned with the goals of Oman Vision 2040 and the responsibilities outlined in the Basic Law of the State.


During the second annual sitting, the Council reviewed 21 legislative items, including 14 draft laws, 7 international agreements, and 3 draft laws proposed by the Council itself. The Council held 14 regular sessions, including four dedicated to statements from the Ministry of Education, the Ministry of Heritage and Tourism, the Ministry of Housing and Urban Planning, and the Ministry of Commerce, Industry and Investment Promotion.


Additionally, the Council discussed the statement from the Ministry of Finance on the State Budget for Fiscal Year 2025.


On the oversight front, members submitted 121 inquiries, posed 17 parliamentary questions, and delivered 10 urgent statements addressing public concerns. The Council Office held 12 meetings, and standing committees convened more than 90 times, addressing over 98 topics, including site visits, citizen requests, and committee reports.


His Excellency Al Nadabi highlighted two joint meetings held between the Council of Ministers and the Office of Shura Council to strengthen coordination and align public policy implementation with national priorities. He also noted increased collaboration with the State Council, as mandated by Royal Decree No. 7/2021, to resolve disputes over draft laws.


During this session both councils approved 11 government-referred draft laws. These include: the Electronic Transactions Law, Public Health Law, Law Regulating the Transfer and Transplantation of Human Organs and Tissues, Financial Law, Personal Income Tax Law, Law on Special Economic Zones and Free Zones, Anti-Human Trafficking Law, Telecommunications and Information Technology Regulation Law, Real Estate Regulation Law, Law on the Collection of State Receivables, and the Law on the Rights of Persons with Disabilities.


This reflects the collaborative approach adopted by the two councils in fulfilling their shared legislative responsibilities.


The General Secretariat has actively worked to enhance public engagement and increase awareness of the Council’s responsibilities. During this session, the Council participated in national events, hosted visits from university and school students, and welcomed local and international delegations.


To ensure transparency, the Council is also preparing to release a comprehensive media report summarising its legislative and oversight activities. This report will be shared across the Council’s digital platforms and distributed to national media outlets.
