UAE implements new visa rule: Mandates passport cover page for entry permits

Travelers applying for a visit or multiple-entry visa to the United Arab Emirates must now submit a copy of their passport's external cover page as a mandatory document.

MUSCAT – This new rule, announced by immigration authorities in Dubai and Abu Dhabi, applies to all nationalities and visa categories, including new entry permits, correction applications, and multiple-entry visas.

According to a circular, the new requirement is effective immediately and aims to enhance document verification, prevent errors, and speed up the overall visa application process.

The external cover page refers to the front-facing side of the passport that typically displays the issuing country’s name, national emblem, and the word ‘Passport’. Although it contains no personal details, it serves as official confirmation of the document’s origin and authenticity. UAE authorities have introduced this requirement to enhance document verification, reduce processing errors, and speed up visa approvals.

Applicants must now include the cover page in addition to the existing required documents, which include the passport bio-data page, a recent passport-sized photograph, a round-trip flight ticket, hotel booking confirmation, and valid travel insurance. Immigration authorities have stressed that any application submitted without the passport cover page will be considered incomplete and will not be processed until the missing document is provided.

Previously, applicants were primarily required to provide a copy of the passport’s bio-data page (the page with the photo and personal details). Under the updated rules, both the bio-data page and the external cover page must be included for all new visa applications and correction requests.
