MUSCAT – The FSA, won the fifth position globally after the National Health Insurance Platform “Dhamani” was rated among the best digital platforms in the category of information technology applications for e-government at the World Summit on Information Society Forum “WSIS +20” for the year 2025.

The event, held in Geneva, was organized by the International Telecommunication Union.

“Dhamani” is an integrated national electronic platform that aims to facilitate the exchange of data and claims related to health insurance between insurance companies and private healthcare institutions. It also undertakes a pivotal role in providing a unified medical file for the insurance policyholder, which is available when the policyholder visits any of the private healthcare institutions linked to the platform.
The platform won the fifth place after qualifying among more than 360 projects qualified for the final stage from various countries of the world, with the total number of projects participating in the first stage reaching 972 digital projects contested for the prize worldwide.

In a statement, Sheikh Abdullah Salim Al Salmi, Executive President of the FSA, confirmed that the National Health Insurance Platform “Dhamani” ranking fifth in WSIS+20 is an international recognition that confirms the efficiency and ability of the platform to regulate one of the most important vital and sensitive sectors related to regulating transactions between insurance institutions and private healthcare institutions. He pointed out that the prize is one of the most renowned awards globally at the technological level.

Al Salmi expressed his delight with this national achievement, which reflects the scale of the transformation that the health insurance ecosystem is witnessing with the real-time services it provides in transferring data and documents, obtaining approvals and settling financial claims. He also underscored the platform’s importance in documenting medication prescriptions and its reliance on a unified medical coding language beside what the platform provides in terms of archiving the medical history of the health insurance policy holder. Th platform also helps provide a unified medical file available across all health institutions linked to the platform.

Al Salmi stressed that these facts and advantages have become clear and tangible as they are directly reflected in the quality and speed of the services that the insurance policyholder receives. In addition to the transparency it provides and good follow-up by supervisory authorities, the platform also contributes to raising the level of investor confidence in private healthcare institutions or insurance institutions.

These achievements, he added, is in addition to the FSA’s ongoing achievements to advance the digital transformation in the Omani financial services market, and that the national health insurance platform “Dhamani” being crowned with this advanced position globally is considered an indicator of success for the Sultanate of Oman represented by the FSA. It also confirms that the process of developing the health insurance market in the Sultanate of Oman is on the right path to improve the legislative and technology infrastructure, which enhances morale towards providing more achievements and development.

This further drives us towards continuing efforts to develop the platform with the best international practices adding that these achievements display the directions of the FSA’s strategic plan (2021-2025), which is based on enhancing the performance of the insurance sector by providing advanced digital systems that stimulate the growth of the health insurance market in the Sultanate of Oman.

He emphasized that the platform has been able to prove its digital efficiency and effectiveness since the inception of its operations in the last quarter of 2024, as the number of health insurance transactions completed through the platform by insurance companies and private healthcare institutions were more than 4.2 million transactions until the end of June 2025 at a rate of data and information exchange amounting to 40,000 transactions per day. The number of claims filed by hospitals was 700,000 claims. The platform also contributed to the settlement of insurance companies’ claims amounting to RO 3.5 million and achieved 1.4 million medical approval transactions

On the other hand, He explained that all insurance institutions are linked to the Dhamani electronic platform in addition to linking thirty-three private hospitals, which represent all private hospitals licensed by the Ministry of Health, while the number of health complexes linked to the platform reached 37 private health complexes so far, 20 clinics and 33 specialized health centers. We expect that linking all private health institutions will be completed in early August of this year and the platform will provide its services to more than 650,000 insurance policyholders.

It is worth noting that last year, the FSA won the first place in the electronic business category through the electronic disclosure platform “Bayanat”, which reflects the success achieved by the Sultanate of Oman in digital transformation projects related to the financial services market.
