Oman Vision 2040 Follow-up Unit opens 60 offices, highlights 6.4% growth in national employment

The Oman Vision 2040 Implementation Follow-up Unit has issued its third annual report, showcasing significant progress made by government agencies in various economic and development sectors throughout 2023.

Muscat – The report indicates that the priority accorded to ‘labour market and employment’ witnessed the issuance of many legislations and decisions to raise the efficiency of the labour market and increase the rate of Omanisation and productivity, which resulted in a growth of 6.4 percent of Omanis working in the public and private sectors.

The report also showcases Oman’s advancements in several international indicators, including a 39-rank improvement in the Economic Freedom Index, ranking 56th globally. Additionally, Oman climbed 27 places in the Entrepreneurship Index, reaching 11th globally, and advanced to 50th globally in the Environmental Performance Index.

In the education sector, Sultan Qaboos University made significant strides, improving its global university ranking by 92 places to 362nd.

The report emphasizes a methodology focused on measurable outcomes and aligns with the overarching goals of Oman Vision 2040.

H.E. Dr. Khamis bin Saif Al Jabri, Chairman of the Follow-up Unit, stated, “This annual report serves as a crucial tool for monitoring and documenting the progress of government agencies, linking their work directly to the objectives of Oman Vision 2040.”



The report highlights the establishment of approximately 60 offices dedicated to the Oman 2040 vision across various government sectors. These offices are intended to facilitate the transfer of knowledge and ensure ongoing support for implementation efforts.

The report documents the evaluation of 65 public and private higher education institutions and the funding of 314 research projects, underscoring the commitment to quality education.

In the health sector, significant investments were announced for 2024, including the establishment of 15 pharmaceutical factories and the renovation of healthcare facilities, including hospitals and dialysis units.

Efforts to preserve and promote Omani culture are highlighted, with initiatives to establish new museums and modernize existing ones, including the Maritime History Museum and the Sohar Fort Museum.

The report details programs aimed at enhancing economic empowerment for families, including the “Maksab” and “Joud” platforms, which support over 1,700 productive families.

Besides, initiatives aimed at sustainable economic growth are in progress, with a focus on improving governance and management capabilities within government agencies.

On economic diversification, the report notes a reduction in the public debt-to-GDP ratio and improvements in government spending efficiency, contributing to a budget surplus in recent years.
The report highlighted the reduction of public debt to GDP to 35 percent, a surplus in the general budget, increased efficiency of government spending, and improved credit rating.

In the fields of investment and cooperation, the government has expanded the investment landscape, offering over 1,700 economic activities for 100 percent ownership and incentives for small and medium enterprises.

As far as sustainable development is concerned, specific programmes have been initiated at local administration and urban planning, including a master plan for Muscat and 14 other cities.

The report also outlines advancements in managing government projects and legislative oversight, including new guides and frameworks to enhance governance practices.

Dr. Al Jabri concluded by reaffirming the importance of this report in documenting progress and guiding future efforts to meet the goals of Oman Vision 2040. The comprehensive evaluation of various sectors reflects the nation’s dedication to sustainable development and economic prosperity.
