MUSCAT : Oman’s Ministry of Finance has issued a new directive restricting government entities from developing or procuring digital systems with core financial functions, reinforcing the use of the unified government financial platform, Maliyah.
Issued under Circular No. 5/2026, the directive applies to all units of the state’s administrative apparatus and other public legal entities. It aims to strengthen governance, improve oversight and ensure greater integration and compatibility across government digital systems.
Under the circular, entities are prohibited from developing or commissioning any electronic system that includes core financial functions outside the approved centralised framework. The Ministry of Finance said the move is designed to regulate the use of financial systems and support a unified approach to public financial management.

The circular further requires government entities to obtain prior written approval from both the Ministry of Transport, Communications and Information Technology and the Ministry of Finance before signing contracts for the development of electronic systems or digital platforms based on revenue-sharing models.
