Ministry of Transport, Communications and Information Technology holds second digital transformation teams meeting for 2025

MUSCAT : The Ministry of Transport, Communications and Information Technology, represented by the Government Digital Transformation Programme “Tahawul”, organised the second periodic meeting of digital transformation teams for 2025 at Crowne Plaza, Madinat Al Irfan. The event brought together leaders and members of digital transformation teams from various government entities along with specialists from the communications and information technology sector.

The meeting aimed to strengthen collaboration and ensure ongoing communication between government entities to advance digital transformation and support the national objectives of Oman Vision 2040. It also provided a platform to discuss and review the progress of digital transformation projects within government entities, exchange expertise, share successful experiences and lessons learned as well as contribute to greater cooperation and alignment of efforts.

The meeting reviewed the latest progress of the Government Digital Transformation Programme (2021–2025) and the impact of digital transformation in strengthening performance and enhancing the digital user experience. It also highlighted the programme’s key targets for the current year, which include, simplifying procedures for 100 percent of priority government services, making 80 percent of core government services accessible online, launching the unified mobile application for digital government services, introducing the national open data portal, implementing the strategy, framework and tools for change management in government digital transformation and advancing the government digital innovation initiative.

As part of the agenda, participants explored the digital guide for indexing government services, designed to standardise the documentation, classification and organisation of all government services provided to beneficiaries, whether individuals or entities. The guide is built on unified standards that cover the type of service, the responsible entity, the user journey, delivery channels and related performance indicators. The gathering also highlighted the achievements of the top-performing government entities in meeting digital transformation requirements for 2024, presenting them as inspiring examples of commitment to digital transformation standards. These included the success stories of Muscat Governorate, classified as a service-oriented entity and the National Centre for Statistics and Information, classified as a non-service entity.

The gathering also addressed the regulatory framework for government digital transformation and its key objectives, which aim to unify the organisational and administrative foundations for implementing digital transformation across the government sector. Discussions extended to the future aspirations of the digital transformation roadmap for 2026–2030, with a focus on the main proposed pathways and priorities for the next phase. These aim to strengthen the sustainability of digital transformation efforts and ensure alignment with rapid technological advancements.

The session highlighted the digital transformation success of the National Health Insurance Platform “Dhamani”, a national model that uses technology to develop the health insurance market. It also reviewed the guide and framework for promoting local content in the telecommunications and information technology sector, along with projects for renewing Microsoft and Oracle licence agreements.

Discussions covered the National Open Data Portal, a key initiative to enhance transparency and maximise the use of government data. The session concluded with the Government Services API Catalogue project, which underscored the importance of integration between government entities in accelerating service delivery.
