MUSCAT : The Ministry, in coordination with the Projects, Tenders and Local Content Authority, is advancing the standard government contracts project to improve public spending efficiency, strengthen transparency and governance, and accelerate the delivery of government projects.

The initiative seeks to achieve these objectives by standardising contractual templates and requirements across government entities, streamlining contracting procedures and improving the management of public resources.

The use of unified contracts is expected to reduce project costs by limiting changes during execution through better planning and clearer definitions of project scope. Standardised templates can also shorten contract preparation and approval timelines, helping government entities deliver projects faster and minimise costs associated with delays.

The framework also aims to improve risk allocation by assigning contractual risks to the parties best positioned to manage them, reducing the likelihood of unexpected expenses for government entities.

In addition, unified terms and procedures are designed to encourage greater competition by making tender requirements clearer to bidders, potentially broadening participation and supporting more competitive pricing and higher-quality project delivery.

The initiative is also expected to reduce administrative costs by limiting the time and resources required to draft and legally review contracts. Clearer contractual provisions, including well-defined rights and obligations, can further minimise disputes and claims, helping reduce litigation, arbitration and delays.

Strengthening transparency and governance is another key objective. Standardised criteria are intended to improve oversight, reduce the risk of financial errors and irregularities, and support more consistent management of public expenditure.

The framework also emphasises performance management through clearly defined measurement tools that enable government entities to monitor contractors against project execution plans and make more informed, data-driven decisions.
