His Majesty Sultan Haitham issues Royal Decree to establish Royal Academy of Administration

MUSCAT : His Majesty the Sultan issues a Royal Decree establishing the Royal Academy of Administration, defining its terms of reference and approving its organizational structure.

The Academy will have a legal personality, and will enjoy financial and administrative independence, and the decree stipulated that the Royal Academy of Administration will under the honorary patronage of His Majesty the Sultan.

The decree stipulated that the headquarters of the Royal Academy of Administration be in the Governorate of Muscat, and a decision by the Academy’s Board of Trustees may establish branches in other governorates.

The decree stipulates that the Royal Academy of Administration shall have a Board of Trustees, headed by the Minister of the Diwan of Royal Court, and the appointment of its members and the determination of their membership term is issued by a decision of the Council of Ministers.

The decree stipulated that all allocations, assets, rights, obligations and assets of each of: the Institute of Public Administration and the Institute for Competency Development at the Diwan of Royal Court shall devolve to the Royal Academy of Administration.

The decree decreed that the employees of the Institute of Public Administration and the Institute for Competency Development in the Diwan of the Royal Court shall be transferred to the Royal Academy of Administration, with the same financial grades.

“Until it is issued, the regulations and decisions currently in force shall continue to operate, in a manner that does not conflict with the provisions of this decree,” the Royal Decree stated.

The decree also stipulated that the Institute of Public Administration and the Institute for Competency Development in the Diwan of Royal Court be repealed, “as well as everything that contravenes this decree or contravenes its provisions.”
