MUSCAT : Issued pursuant to Royal Decree No. 1/2026, the comprehensive volume serves as a national reference document covering 12 key priorities aligned with four main pillars of Oman Vision 2040: People and Society, Economy and Development, Sustainable Environment, and Governance and Institutional Performance.
The document provides detailed insights into each program, including objectives, timelines, implementation frameworks, and responsible entities, enabling clearer execution pathways and enhancing the efficiency of development planning.
The strategic programs were developed using an integrated scientific methodology and advanced analytical tools to assess current challenges and identify high-impact opportunities. Each program is linked to measurable performance indicators to ensure effective monitoring, evaluation, and accelerated implementation of national goals.

His Excellency Dr. Nasser bin Rashid Al Maawali, Undersecretary of the Ministry of Economy, stated that the programs represent a critical step in the second executive phase of Oman Vision 2040, designed to address current challenges while unlocking new growth opportunities.
He highlighted that the plan was developed through a participatory approach involving government entities, the private sector, and civil society, ensuring realistic outcomes and comprehensive solutions. The plan also prioritises high-impact investments, particularly in manufacturing, tourism, and the digital economy, alongside enabling sectors such as renewable energy, logistics, mining, education, and healthcare.
The Eleventh Five-Year Plan is structured around two main tracks: an economic track focused on diversification, competitiveness, and financial sustainability, and a developmental track aimed at infrastructure expansion and balanced social and environmental progress.
Implementation will take place in three phases: 118 programs between 2026–2027, followed by 72 programs during 2028–2029, while 2030 will serve as a preparatory year for the next development cycle.
The plan also incorporates a strong spatial dimension to ensure balanced development across all governorates by leveraging local comparative advantages and promoting decentralisation and community participation.
In terms of distribution, 52 programs are dedicated to People and Society, focusing on education, healthcare, and cultural identity. The Economy and Development pillar includes 95 programs aimed at driving economic growth and investment. Meanwhile, 21 programs fall under Sustainable Environment, promoting green and digital transformation, and 22 programs focus on Governance and Institutional Performance, enhancing transparency, efficiency, and public sector accountability.
