MUSCAT : Oman’s Civil Aviation Authority (CAA) has issued a circular regulating the sale and registration of unmanned aircraft (drones), requiring all sales outlets to hold valid licences and mandating registration and ownership transfer through approved digital platforms before handover to buyers.
In a notice dated Feb. 17, the CAA said the move is in line with existing regulations governing drone operations in the Sultanate and aims to ensure compliance with civil aviation laws while safeguarding airspace safety and public security.
Under the new directive, all points of sale must obtain a valid licence to conduct drone sales and adhere to applicable regulations. Authorised sellers are required to register all unmanned aircraft through the AirPortal platform and complete the transfer of ownership to the buyer’s account via the “Serb” application prior to delivering the aircraft.

The authority advised individuals seeking to purchase drones to buy only from authorised outlets and to ensure that the ownership transfer process is finalised electronically before taking possession.
The CAA stressed that any sale, trade or operation of drones outside approved channels could result in legal accountability, adding that it may take appropriate action in accordance with prevailing laws and regulations.
The circular forms part of Oman’s broader regulatory framework overseeing unmanned aerial vehicle operations in the country.
