MUSCAT – The forum was held under the patronage of His Excellency Dr. Hilal bin Ali Al Sabti, Minister of Health.
Addressing the event, Dr. Yousef bin Mohammed Al Farsi, Director General of Health Services in Muscat Governorate, emphasised that the participation of health leaders highlights the central role of human resources in the health system and reflects the shared responsibility of serving the community. He underlined that institutional success is measured by beneficiary satisfaction, supported by accurate indicators and measurable results rather than slogans.
He noted that the past year focused on assessment and diagnosis, evaluating performance transparently and professionally to prepare for a higher competitive stage, setting a performance threshold of 80 percent as a benchmark for institutional excellence.
Highlighting key initiatives, Dr. Al Farsi discussed the ‘Kafa’a’ initiative, which monitors performance indicators in dialysis units to optimize resources and enhance the quality of specialised care. He also explained that the second phase of ‘Itqan’ will expand to include patient safety indicators and appointment adherence in general clinics, supporting improvements in primary care services and enhancing the overall beneficiary experience.
The forum opened with a visual presentation, which showcased the directorate’s major achievements, performance indicators, and their impact on improving healthcare quality in the community. Participants were also introduced to the Itqan project, a strategic program designed to promote continuous improvement, effective management, optimal resource use, and a modernized work environment to build a more flexible and responsive operational model.
In recognition of outstanding contributions, the forum honoured cadres and teams whose efforts were pivotal in achieving these accomplishments, highlighting the directorate’s commitment to empowering and motivating national competencies as the cornerstone of sustainable development and excellence.
His Excellency Dr. Hilal bin Ali Al Sabti inaugurated an accompanying exhibition of achievements and development projects, featuring initiatives to enhance specialized services, promote lean management, improve resource efficiency, and highlight the achievements of health institutions across the governorate.
The Leadership Forum in Muscat Governorate underscores an institutional approach based on continuous performance evaluation, strengthened integration among health leaders, and unified efforts to achieve strategic goals with a focus on quality, efficiency, and sustainability.
