“We cannot force companies to hire specific individuals,” Oman labour minister says

MUSCAT — Oman’s Minister of Labour His Excellency Prof. Mahad bin Said Al Baawain said the ministry does not have the authority to compel private companies or government institutions to employ specific individuals, stressing that its mandate is regulatory, legislative and supervisory.

“We cannot force companies or government entities to hire certain people,” Al Baawain said, explaining that the ministry intervenes from the beginning by setting operational workforce plans, monitoring implementation and supporting employers with the data required to meet their staffing needs based on approved specialisations.

He reaffirmed that the ministry remains committed to the principle that employment opportunities should first be offered to qualified Omanis. “The priority is always for the Omani citizen,” he said, adding that work permits for expatriates are granted only when suitable Omani candidates are not available in line with the required specifications.

Al Baawain said the approach seeks to balance labour market regulation with the operational needs of institutions, while safeguarding national employment objectives and ensuring compliance with labour laws.
