MUSCAT : Oman has issued a royal decree requiring all Omani citizens who intend to marry to undergo a premarital medical examination, regardless of whether the other party is Omani or foreign, state media said on Monday.

Under the decree No. 111/2025, issued by His Majesty Sultan Haitham bin Tarik, stated that the medical tests must be completed for both parties before the marriage contract is concluded, whether the contract is signed inside or outside Oman. The procedures and regulations governing the examinations will be set by the Ministry of Health.

Health institutions are required to conduct the examinations according to approved scientific and professional standards, inform each party of their individual results, and provide medical counselling when necessary. The decree prohibits disclosure of test results to third parties.

Following the examinations, the health institution must issue a certificate confirming that both parties have completed the required medical tests, in line with rules to be issued by the health minister.

Marriage registrars are barred from concluding marriage contracts unless both parties present the premarital medical examination certificate.

Violations of the decree are punishable by imprisonment of between 10 days and six months, a fine ranging from RO 100 to RO 1,000 Omani or both, the decree said.
