MUSCAT — In a landmark move, Oman has announced a new “Cultural Visa and Residency” category aimed at strengthening the Sultanate’s position as a global hub for cultural exchange, creativity, and intellectual collaboration.
According to Decision No. 156/2025 issued by Lt. Gen. Hassan bin Mohsen Al Shraiqi, Inspector General of Police and Customs, amendments have been made to certain provisions of the executive regulations of the Foreigners’ Residence Law. The decision introduces new classifications for visas and residence permits, including the Cultural Visa and Cultural Residency.
Cultural Visa
The Cultural Visa may be granted to a foreigner entering Oman for cultural purposes or to a spouse of an Omani citizen or resident for cultural and artistic collaboration.
• It must be used within three months of issuance.
• Holders may participate in cultural, literary, artistic, and academic activities organized within the Sultanate.

Cultural Residency
The Cultural Residency applies to foreigners residing in Oman for cultural reasons, including spouses of Omani citizens or residents engaged in cultural and artistic fields.
• It allows residency based on cultural affiliation and activities.
• The duration and renewal terms are governed by the new executive regulations.
Visa and Residency Fees
The decision also outlines the updated fees for entry visas and residency renewals:
• Visa issuance: OMR 5 per year.
• Residency renewal: OMR 5 per year, with OMR 20 charged for lost or damaged cards.
This initiative marks the first time Oman has introduced a visa and residency program dedicated specifically to cultural engagement, reflecting the Sultanate’s growing emphasis on promoting arts, heritage, and creative industries under Oman Vision 2040.
The move is expected to encourage cross-cultural partnerships and attract artists, researchers, and creative professionals to contribute to Oman’s vibrant and evolving cultural landscape.
