MUSCAT – The explanation aims to ensure transparency and fairness in allocating Hajj quotas under the Sultanate’s national framework.

The Ministry confirmed that priority is given to cancer patients as part of its compassionate approach to individuals with serious health conditions.

The general national Hajj quota is allocated to each governorate based on population density. Each governorate’s share is then subject to a detailed internal sorting process:

Within each governorate, preference is given in the following order to applicants who have repeated their registration attempts, beginning with those who applied four times, followed by those who applied three times, and then those who applied two times.

This selection is further refined by giving priority to older applicants, ensuring fairness and continuity.
Allocation Breakdown

• 40 percent of the quota is allocated based on repetition of applications
• The remaining 60 percent is distributed among other applicants from the same governorate, taking into account age and family eligibility

The Ministry clarified that if one member of a group qualifies to perform Hajj (as the oldest in the group), other members who are performing Hajj with the same mahram are also considered eligible regardless of their age.

The system also reserves parts of the quota for the execution of Hajj wills, with priority based on the date the will was written; and representation of deceased individuals, with priority given to older dates of death.

Voluntary Hajj slots are granted in the following cases:
• A mahram accompanying an eligible female pilgrim
• A companion for an eligible pilgrim who has visual or mobility impairments, or is of advanced age
• Individuals aged 67 and above (men) and 65 and above (women)
