MUSCAT : His Excellency Dr. Abdullah bin Nasser Al Harrasi, Minister of Information, stressed that the issuance of the executive regulations of the Media Law represents a pivotal step in the development of Omani media and an implementation of Royal Decree No. 58/2024. It embodies Oman’s vision for a modern media sector that keeps pace with global changes and reflects the national identity.


In a press statement, His Excellency explained that the new regulations are in response to the rapid changes in the global media landscape, particularly in digital media and social platforms. The framework establishes clear and balanced rules that encourage creativity and innovation, while upholding core values and promoting accountability.
His Excellency added that the regulations emphasise professionalism and transparency, and provide an encouraging environment for the growth, development, and competitiveness of media institutions. They also open up broader horizons for Omani youth in content creation and media production, while also playing a role in protecting intellectual property rights and enhancing trust between the media and the public.
His Excellency pointed out that the regulations strike a balance between freedom of expression, professional responsibility, and openness to the world while preserving national identity. He also stressed that the next phase will witness a more prominent and effective Omani media at regional and international levels.
The newly issued executive regulations consist of 144 articles covering all aspects of media practice and activities in the Sultanate of Oman. Key provisions include:
• Import regulations for printed and artistic materials.
• Clear guidelines on when a license is required from the Ministry of Information and when it is not.
• Licensing procedures for practicing media activities.
• Controls that govern licensed media professionals and institutions.
The regulation mandates that all entities and individuals practicing media activities – including new and emerging media – must obtain a license from the Ministry in accordance with the terms outlined in the law.
According to Article 2 of Ministerial Resolution No. 342/2020, individuals or institutions already licensed before the issuance of these new regulations are granted a grace period of 180 days from the date of implementation to adjust their status.
The executive regulations also outline the media and journalism professions covered under the law, the rights and responsibilities of media professionals, and licensing conditions and standards of conduct.
