Muscat: His Excellency Khalid bin Ahmed Al Saadi, Secretary-General of the State Council, highlighted that the session was marked by exceptional legislative momentum, with the Council deliberating on 14 key draft laws across multiple sectors—economy, education, health, and technology. In total, 18 key topics were discussed during 8 plenary sessions, addressing laws of national priority, including those related to public health, financial regulations, electronic transactions, individual income tax, and organ transplants.
The Council also revised several existing laws and actively engaged in legislative studies, all aimed at improving social services, enhancing the investment climate, and supporting sustainable national development.
HE Al Saadi noted the Council’s committees held 72 main and 90 sub-committee meetings, in addition to 27 special committee sessions and 11 joint meetings with the Shura Council. These engagements included hosting 45 representatives from public and private sectors to provide input on draft laws and national study proposals. Moreover, two joint sessions between the State Council and the Shura Council successfully resolved legislative disagreements, ensuring consensus on contested clauses.

Further, the Council Office remained active with six meetings that addressed 60 topics and issued 45 decisions related to session planning, proposal management, and coordination with government ministries. Three consultative meetings were held with standing committee leaders to bolster legislative collaboration.
Externally, the Council reaffirmed Oman’s parliamentary presence on the global stage. It participated in numerous international forums, including sessions of the Gulf Legislative Councils, the Arab Parliament, the Inter-Parliamentary Union, and the Organization of Islamic Cooperation.
Domestically, ministers and key executive officials were hosted by the Council to present updates on institutional performance and policy implementation, providing a platform for direct dialogue and oversight.
HE Al Saadi emphasized that this session has not only fortified the legislative framework but also enhanced national integration and citizen-focused governance.
