SAI submits annual report to His Majesty Sultan Haitham; highlights over 1,300 financial, administrative violations

The State Audit Institution (SAI) has submitted its annual report to His Majesty Sultan Haitham Bin Tarik.

MUSCAT : The report was presented to His Majesty the Sultan by His Excellency Sheikh Ghassan bin Hilal Al Alawi, Chairman of the Institution; copies of the report were also submitted to the Council of Ministers, the State Council, and the Shura Council.

The report indicated that over the past year, the institution carried out 225 oversight tasks, resulting in 172 detailed audit reports, the findings of which were communicated to the concerned entities.

It also noted that the SAI received and processed 1,378 complaints and reports, mostly related to financial and administrative violations, abuse of authority, and irregularities in the awarding of tenders. Of these, 90 percent were studied and investigated, with some violations referred to the Public Prosecution for further legal action.

The report reflects the Institution’s ongoing efforts to support Oman Vision 2040 and is guided by international audit standards set by the International Organization of Supreme Audit Institutions (INTOSAI). It emphasises comprehensive, accurate, and objective auditing practices based on risk analysis and sample examination.

Among the areas examined were the state’s final accounts, tax collection processes, and performance reviews of various government directorates. The audit also covered sectors such as energy, aviation, environment, electricity, water, sanitation, and food security.

The SAI’s role in strengthening community involvement was also highlighted. Through its complaint system, which was recognized by the United Nations ESCWA as a model of best practice, the Authority reaffirmed the principle that protecting public funds is a shared responsibility.

In addition, the SAI conducted 187 awareness and media activities during 2024 aimed at promoting transparency and responsible practices at both institutional and societal levels. The Authority also participated in international anti-corruption forums and reviewed proposed laws and regulations, offering guidance to ensure alignment with standards of integrity and good governance.
