MUSCAT – The TRA is inviting the public to share their views on the use of Ku-Band and Ka-Band frequency bands for aeronautical earth stations in motion (A-ESIM) and maritime earth stations in motion (M-ESIM) communicating with non-geostationary satellite systems (non-GSO) in the fixed-satellite service (FSS).

The consultation aims to obtain the views and comments of all stakeholders to ensure the compatibility of the provisions of the proposed annexes related to earth stations in motion, taking into account market needs and promoting the efficient use of this important resource.

Accordingly, the TRA encourages all stakeholders, including licensees, operators of non-geostationary satellite systems, investors, all spectrum users, and those interested in this sector, to submit their comments on the questions included in the consultation link.

This consultation is part of the TRA’s ongoing efforts to update regulatory frameworks in line with international developments, the evolving needs of the telecommunications sector, and the recommendations of the International Telecommunication Union (ITU) Radiocommunication Sector.
The proposed regulation is aimed at:

• Regulating the distribution and allocation of the frequency spectrum and managing radio interference,
• Establishing a regulatory framework to regulate the use of mobile ground stations for aviation and maritime purposes.
• Enabling high-quality communication services for beneficiaries in the air and maritime domains
Strategic objectives of the regulation:
• Updating regulatory, technical and operational provisions.
• Keeping pace with the rapid development of radio communications technology.
• Raising the quality of telecommunications services provided.

Deadline for submitting responses:

The deadline for submitting responses and comments on the two public consultation documents is July 22, 2025. The Authority will review all responses, comments, and feedback received, noting that the Authority is not obligated to take into account all comments received.
