MUSCAT : This was highlighted by the Ministry during the conclusion of the national workshop on “Addressing the Challenges of Governance of Heritage and Tourism Development Management with Governorates,” today.

Organised by the Ministry, in cooperation with the Oman Vision 2040 Implementation Follow-up Unit, the four-day event ran from May 26 to 29.

A key outcome of the workshop was the proposal to adopt an integrated governance system between ministries and governorates by the end of 2025. This system will focus on governance and institutional integration, including the development of a unified governance framework, clear agreement on the division of powers and responsibilities, preparation and implementation of tourism development plans for existing and new projects in the governorates, consensus on the allocation of heritage and tourism lands, and strengthening institutional partnerships with both the private sector and civil society.

Participants in the workshop discussed practical initiatives and solutions aimed at addressing the challenges of governance in managing the development of the heritage and tourism sectors. They explored projects aimed at meeting ambitious targets set under Oman Vision 2040, which include increasing the tourism sector’s contribution to the Gross Domestic Product (GDP) to 5.3 percent, realising heritage and tourism investments estimated at RO 12 billion, elevating Oman’s competitiveness in the global Travel and Tourism Index to 40th place, and boosting the satisfaction rate of local and foreign tourists with tourism services and basic facilities to 80 percent.

The closing session was attended by Their Highnesses, Excellencies, and heads of various relevant government entities, highlighting the importance of unified efforts to overcome governance challenges and achieve Oman’s national tourism objectives.

The workshop addressed ways to enhance institutional coordination between the Ministry of Heritage and Tourism – as the central authority for these sectors – and the governorates, recognised as key partners in the development of both sectors. This involved establishing clear governance mechanisms, examining infrastructure development, finding comprehensive solutions for service and tourism facilities, fostering innovation and sustainability in projects, and ensuring local added value.

It is worth noting that the workshop featured presentations, analytical sessions, and group discussions with representatives of the Ministry, governorates, and relevant government agencies, resulting in practical initiatives and solutions to address the challenges of governance in managing the development of the heritage and tourism sectors.
