Muscat – The Ministry of Finance directs all ministries, government agencies, public bodies and institutions to prepare their budget estimates in accordance with the forms attached in the electronic links available on the Ministry of Finance website (for the current and capital budget) and the Ministry of Economy website (for the development budget).
In addition to the budget estimates, each entity is required to submit a draft of its proposed annual plan. This plan must include general objectives, performance indicators, key programs and initiatives, proposed budget allocations, and a detailed timetable for implementation. These documents are to be submitted to the General Secretariat of the Council of Ministers by October each year.
Furthermore, entities must provide a detailed explanation of the foundations and standards used in formulating their 2026 budget estimates, especially in comparison to the 2025 budget figures. This comparative analysis will support efforts to ensure financial transparency and accountability in the planning process.
As part of the long-term fiscal framework, ministries and government units are also required to submit a medium-term financial plan for the years 2026 to 2030. This plan should outline expected revenues and expenditures and align with the broader objectives of the Eleventh Five-Year Development Plan, which focuses on sustainable development, economic diversification, and fiscal stability.
