MUSCAT : Under the 2024 slogan “Determination to Implement,” the Ministry has transitioned from planning to execution, delivering projects that align with Oman Vision 2040 and enhance the quality of life across the Sultanate.

Oman’s real estate sector witnessed a historic boom, with transactions soaring to RO 3.3 billion, marking a 29.5% growth—the highest in four years. Foreign investments in real estate climbed to RO 77.7 million, up 19.4%, while Gulf investments reached RO 38.1 million, rising 14.1%. This growth underscores Oman’s economic stability and its drive to attract global investors.

To fuel economic diversification, the Ministry signed 1,592 usufruct contracts in 2023 through public auctions, generating RO 56 million in investments and RO 9.5 million in revenues, up 2% from 2023. These contracts spanned key sectors: agriculture (1,006), industry (278), commerce (276), tourism (2), and integrated residential neighborhoods (1).

The Ministry granted 19,800 beneficiaries access to land and resolved 16,000 ownership disputes with an 82.3% approval rate. Social housing initiatives provided 1,242 families with housing assistance worth RO 31 million, while 200 modern housing units were secured for social housing at RO 8.5 million.

The government continues to reshape Oman’s urban landscape, with seven integrated residential neighborhoods under development, including Al Naseem (Barka), Al Luban (Nakhal), Al Ahd (Al Amerat), and Hisn Al Zain (Bidbid). The OMR 500 million investment in these projects has already seen 70% of Phase 1 units sold, with 25% ownership allocated for non-Omanis to encourage foreign investment.

Sultan Haitham City is rapidly taking shape, with the first phase of construction progressing ahead of schedule. Notable developments include:

100% completion of site preparation.

10% progress on five key bridges.

30% advancement on the city’s control center.

The launch of a central park and 2,569 housing units in Al Wafaa District.

A digital revolution is also underway, with the Ministry automating 85 services across three platforms: “Choose Your Land,” “Development,” and “Amlak.” More than 227,000 electronic transactions have been processed, while geographic information systems registered over 2.2 million land plots to enhance accuracy and transparency.

Looking ahead, Oman is gearing up for Thuraya City in Muscat and the Future City of Salalah. Structural plans for Muscat, Nizwa, North Al Batinah, and Salalah are in progress, ensuring a well-planned urban expansion.

The Ministry, in partnership with the Ministry of Agriculture, has also launched the “Agricultural Cities” project, selecting three sites for large-scale agricultural development, each spanning 50 sq km. The first phase, covering Saham and Najd Agricultural Cities, is valued at RO 1 billion per city, projected to create 10,000 direct and indirect jobs and contribute 2% to GDP.
