KUWAIT : The revisions, spearheaded by Deputy Prime Minister, Minister of Defense, and Acting Minister of Interior Fahd Al Yousef, modify specific provisions within the executive regulations of the Expats’ Residence Law.
Under the revamped Article 29, applicants for a dependent or family visa (for newcomers) must now meet stringent criteria, including a monthly salary of not less than KD800, possession of a university degree, and a relevant profession. However, a noteworthy exception has been made for certain professions, exempting them from the degree requirement.
The exemption from the salary requirement granted to individuals born in Kuwait or abroad (aged 0-5) with parents residing in Kuwait is of particular significance. This exemption, subject to the approval of the Director General of the General Administration of Residence Affairs, recognizes the unique circumstances of these young residents.

The second article of this comprehensive revision designates the responsibility for implementing these changes to the acting Undersecretary, with the amendment taking effect immediately upon its publication date in the Official Gazette.
Exemptions Highlighted:
Article 30 of Ministerial Resolution No. 957/2019 outlines the specific professions exempted from the university degree requirement. These include, but are not limited to:
Advisors, judges, prosecutors, experts, and legal researchers in the government sector.
Medical professionals, including doctors and pharmacists.
University, college, and higher institute professors.
School administrators, vice principals, education mentors, teachers, social workers, and laboratory attendants in the government sector.
Engineers.
Journalists, media professionals, and correspondents.
Sports coaches and athletes in federations and clubs.
Pilots and flight attendants.
Professionals overseeing burial preparations and services.
