MUSCAT: Omani employees appointed to temporary positions in government units will fall outside the scope of the country’s new employee promotion system, according to the Ministry of Labour.
Mohammed bin Mubarak Al Kalbani, Director General of Development and Quality Assurance at the Ministry said temporary positions are excluded because they do not have graded job levels incorporated into the approved schedule of job grades.
The clarification came during a Ministry of Labour media briefing in Muscat on the new promotion framework for Omani employees working in units of the State’s Administrative Apparatus.

The new system introduces three routes for eligible employees: fast-track promotion based on performance, flexible promotion based on merit, and a special route aimed at employee retention and talent attraction.
Under the fast-track route, employees must have spent at least three years in the grade immediately preceding the grade to which they are seeking promotion and must have received an “Excellent” rating in three performance evaluation reports under a single performance management system.
The flexible track uses a 100-point assessment system, with up to 75 points linked to job performance and 25 points allocated to individual competency, including readiness to take on a higher position and the development of professional skills and capabilities.
The Ministry has also established procedures requiring promotion committees to be formed in each government unit to review nominations and verify that candidates meet the stipulated requirements.
Human resources departments will prepare annual lists of employees eligible for promotion before the end of January each year.
Promotion decisions will be issued twice annually, taking effect on the second day of January and the second day of July.
The Ministry has also set out circumstances that can prevent promotion, including serving a prison sentence, certain pending disciplinary or criminal proceedings and receiving a “Weak” rating in the latest performance evaluation.
The government has allocated RO 10 million annually to support promotions under the framework, with the amount distributed among covered government entities according to their proportion of employees eligible for promotion.
The Ministry has said the annual allocation is not fixed and could be increased if the government decides additional funding is required.
