MUSCAT: Oman’s Ministry of Labour has set out circumstances under which employees in units of the State’s Administrative Apparatus can be temporarily or otherwise barred from promotion as part of a new government promotion framework.
Employees serving a prison sentence cannot be promoted, according to the rules outlined by the ministry.
Promotion will also be withheld for employees who have been suspended from work or referred for administrative disciplinary or criminal proceedings while those cases remain pending. The grade for which the employee would be eligible will, however, be kept reserved during that period.

If proceedings subsequently end without a penalty, or result only in a warning or a deduction from salary not exceeding five days, the employee can receive the promotion retrospectively from the date it would otherwise have taken effect, subject to the conditions set out under the framework.
Job performance will also determine eligibility.
Employees whose most recent performance evaluation is rated “Weak” will not be eligible for promotion, the ministry said.
The restrictions are part of a wider overhaul of promotion procedures for Omani government employees, which introduces three routes for advancement: fast-track promotion based on performance, flexible promotion based on merit, and a route aimed at retaining and attracting talent.
The government has allocated RO 10 million to the promotion programme. Funding will be distributed among eligible government entities based on their share of employees who qualify for promotion.
