Oman introduces tougher rules for used vehicle spare parts trade, fines up to RO 2,000

Oman’s Consumer Protection Authority (CPA) has issued new regulations governing the trade and use of used vehicle spare parts, introducing warranty and invoicing requirements for suppliers while prohibiting the trade of certain used components.

Muscat: The new rules were issued under Decision No. 363/2026 by His Excellency Sulaim bin Ali bin Sulaim Al Hikmani, Chairman of the Consumer Protection Authority. The decision will come into force on the day following its publication in the Official Gazette.

The regulations apply to vehicle repair, maintenance, painting and bodywork workshops and centres, as well as businesses involved in trading used vehicle spare parts. An annex to the decision also specifies a list of used spare parts that are prohibited from being traded.

Under the new rules, suppliers must provide a warranty for used spare parts sold or installed, in accordance with the terms agreed between the supplier and consumer. Consumers must also receive an invoice containing the information stipulated under the decision.

Importantly, workshops and suppliers will be required to obtain the consumer’s prior written consent before carrying out any repair, replacement or installation of a vehicle part.

Violations can attract an administrative fine of up to RO 1,000, without prejudice to criminal penalties stipulated under the Consumer Protection Law. The fine will be doubled for repeat violations.

Where a violation continues, an additional administrative fine of up to RO 50 per day may be imposed, provided the total does not exceed RO 2,000.
