MUSCAT – The circular is based on the Gulf Technical Regulation (GSO 1943/2024) on the safety requirements for cosmetics and personal care products, as well as the supplementary European Regulation (EC) No. 1223/2009 and its subsequent amendments governing ingredient labelling.
Under the new requirements, manufacturers and importers must ensure that cosmetic and personal care products disclose allergenic substances included in an updated list of 80 allergens specified under Annex 3 of the technical regulation. The annex identifies substances that may only be used subject to prescribed restrictions.
The ministry said the import or manufacture of products that do not comply with the circular will not be permitted from December 31, 2026.
Products already available in the Omani market have been granted a transition period until December 31, 2028, to meet the new labelling requirements. After the grace period expires, products containing the listed allergenic substances without complying with the applicable regulations will be considered non-compliant and will be subject to legal action.
The ministry has made the full list of regulated allergenic substances available through its official channels to help businesses prepare for the new requirements.
