MUSCAT – As per the data, Oman issued 81,630 new national identity cards to citizens in 2025, while marriage registrations climbed sharply and passport issuance continued its downward trend for the third consecutive year.
The figures show that 290,918 new and renewed Omani passports were issued during the year, down from 310,913 in 2024 and 431,211 in 2023, extending a steady decline in passport issuance over the past three years.
Of the new identity cards issued in 2025, 42,354 were issued to men and 39,276 to women. North Al Batinah Governorate recorded the highest number of new identity cards at 18,597, followed by Muscat Governorate with 14,726 and Al Dakhiliyah Governorate with 10,661. Al Wusta Governorate recorded the lowest total, with 547 new cards issued.
Regionally, Muscat claimed the largest volume of passport processing at 76,484, followed by North Al Batinah (56,111) and Al Dakhiliyah (33,616). Al Wusta Governorate represented the lowest regional demand, registering just 1,797 passports.
The NCSI data also highlighted a significant rise in marriage registrations. A total of 23,117 marriage contracts were registered through notary public offices in 2025, compared with 17,896 in 2024 and 14,716 in 2023, representing an increase of around 57 per cent over two years.
Muscat Governorate also recorded the highest number of marriage contracts at 6,651, followed by North Al Batinah (3,753), South Al Batinah (2,683), Dhofar (2,462) and Al Dakhiliyah (2,425).
Divorce registrations also increased, although at a slower pace. The number of divorce documents reached 4,208 in 2025, up from 4,122 in 2024 and 3,828 in 2023, reflecting a 9.9 per cent increase over the two-year period.
Muscat Governorate saw the highest number of divorce documents at 1,220, followed by Dhofar with 716 and North Al Batinah with 705.
