MUSCAT – The milestone was achieved during a major phase of ongoing construction works across Business Park Phase 3, including excavation, shoring piling, concrete works, and extensive heavy equipment operations carried out across multiple work fronts. At peak times, more than 860 personnel operated across the site as part of a delivery programme supported by a rigorous HSE approach that extended beyond site compliance to continuous workforce engagement and operational preparedness. More than 1,500 induction and training sessions, over 2,200 toolbox talks, regular safety briefings, operator assessments, and emergency drills were carried out throughout the project, establishing a strong benchmark for HSE practices across large-scale urban developments.
Eng. Mohammed Abdullah Al Salmi, General Manager of Madinat Al Irfan, said: “This milestone is a testament to the standards we are committed to upholding across every development within Madinat Al Irfan. As the destination evolves, delivering landmark projects safely and responsibly is not only a priority; it is an obligation that stands equal to our commitment to excellence. Surpassing 1 million safe working hours without a single lost-time injury speaks to the operational discipline that forms the bedrock of our development approach.”
G. Ramasubbu, Chief Executive of L&T Oman, said: “One million safe man-hours at Business Park Phase 3, Madinat Al Irfan, is a testament to teamwork and a robust safety culture. We appreciate the contributions of our client, consultant, project team, subcontractors, and workforce in achieving this milestone, and look forward to their continued support and dedication for the remainder of the project.”

Developed by Madinat Al Irfan, the project’s master developer and a destination of OMRAN Group, Phase 3 forms part of Madinat Al Irfan’s wider Business Park, a growing business district that already includes the headquarters of Omante, OQ, and OQEP. As Oman’s first fully gold LEED-certified commercial hub, the Business Park brings together Grade A office buildings, public spaces, smart infrastructure, and sustainability standards within an integrated business environment in the heart of Muscat. The new phase will add three office towers, a central promenade, and 1,333 parking spaces across a built-up area of 104,000 square metres, supporting the district’s continued growth as a destination for modern organisations.
As Madinat Al Irfan continues to advance across multiple districts and development phases, maintaining consistent HSE standards remains an integral part of how projects are delivered across the city. The milestone at Business Park Phase 3 comes within a broader period of sustained development activity across the wider masterplan, where construction, infrastructure, and commercial projects continue to progress simultaneously.
