Oman to deny work permit renewals for ‘unlicensed’ expat workers in energy, mining sectors from June 1

Labour Ministry warns companies and workers that failure to obtain mandatory professional licences could lead to penalties and restrictions on new and renewed work permits.

MUSCAT — Oman will stop renewing work permits for expatriate workers in specified energy and mining sector jobs unless they obtain mandatory professional licences before June 1, 2026, the Ministry of Labour said.

The ministry said all establishments and employees covered under the decision must complete registration procedures and secure valid professional licences before the deadline, following the end of the grace period granted to regularise their status.

Under the new rules, expatriate workers employed in designated professions will not be able to renew their work permits without approved professional licences. The ministry also said new work permits for incoming workers in the affected roles will not be issued unless prior licensing requirements are fulfilled.

The decision is being implemented in coordination with the Oman Energy Association, represented by the Sector Skills Unit for the Energy and Minerals Sector, as part of wider efforts to regulate the labour market, strengthen workforce competency and improve professional standards in critical industries.

The ministry warned that companies and workers failing to register and complete the licensing process could face financial penalties in accordance with Oman’s labour regulations.

The mandatory licensing framework applies to a broad range of technical and operational professions in the energy and mining sectors, including occupational health and safety advisers, crane and heavy equipment operators, drilling personnel, welders, electricians, mechanics, maintenance technicians, pipe fitters and CNC machine operators.

Authorities urged companies to review the approved list of professions and ensure all affected employees are registered through the designated electronic platform before the enforcement date.
