MUSCAT : The report highlights sweeping progress in simplifying and digitizing public services, strengthening institutional performance, and accelerating the Sultanate’s transition toward a more integrated and proactive digital government model.
The program achieved 100 percent completion in simplifying procedures for priority government services, with a total of 3,166 services streamlined by the end of 2025.
In parallel, digitization efforts also surged ahead. Around 90 percent of priority basic services and automatic permits were digitized, amounting to 2,277 services out of a targeted 2,523 services by year-end.

Government institutions posted an average digital transformation performance rate of 85 percent, while governorates achieved an average of 80 percent.
Notably, 13 institutions secured an advanced level in digital transformation proficiency for 2025, while 36 institutions achieved an above-average level. No institution fell into the average, below-average, or low-performance categories.
The report named the top-performing entities in digital excellence for 2025, including:

Telecommunications Regulatory Authority
Public Authority for Special Economic Zones and Free Zones
Small and Medium Enterprises Development Authority
Ministry of Finance
State Financial and Administrative Audit Institution
Oman Vision 2040 Implementation Follow-up Unit

Beneficiary satisfaction with digital services reached 78 percent across 48 government institutions, up slightly from 77 percent at the end of 2024.
Digital transaction volumes also reflected growing public adoption. Transactions completed through the electronic payment gateway “Oman Net” reached 45.85 million between January and September 2025, compared to 31.66 million transactions recorded in 2021.
Data exchange through the National Integration Platform surpassed 2.26 billion statements from its launch in 2017 through November 2025.
Meanwhile, digital identity authentication requests exceeded 202.9 million by the end of 2025, with 74 percent of government institutions now using electronic authentication systems to verify access to websites and digital portals.
The program also delivered measurable economic value. Digital transformation projects assigned to small and medium enterprises between 2021 and 2025 amounted to RO 15.287 million, benefiting 251 SMEs contracted to implement digital initiatives.
The total number of government digital systems, portals, and applications developed during the five-year period reached 217. These include:
147 new digital systems and portals
33 new mobile applications
37 government websites redesigned with a new digital experience
Among the key projects launched over the past year were the unified government services portal, the national platform for proposals, complaints and reports, the national system for planning, evaluation and performance monitoring (Adaa), the national open data portal, the case management platform, and the notary public services documentation platform.
The report also detailed significant legislative and policy developments in 2025, including:
Regulatory framework for government digital transformation
National data governance and management framework
Updated Electronic Transactions Law
General policy for safe and ethical use of artificial intelligence systems
Policy for integration of electronic systems across state administrative units
Open data policy
National digital access policy
Cloud computing policy
His Excellency Engineer Saeed bin Hamoud Al Maawali, Minister of Transport, Communications and Information Technology and General Supervisor of the program, described 2025 as a defining year in Oman’s digital transformation journey.
He stated that the year marked the final phase of the first five-year plan of the “Tahwul” program, transitioning from building regulatory frameworks and policies to full-scale institutional implementation of digital initiatives.
This shift, he noted, enhanced government efficiency, improved service quality, simplified procedures, and strengthened automation.
His Excellency added that the program focused on establishing an integrated national digital ecosystem through unified efforts, institutional integration, robust infrastructure development, and effective governance mechanisms.
Looking ahead, he affirmed that the next phase will build on these achievements, advancing toward higher levels of digital maturity, maximizing added value, accelerating digital innovation, and embedding proactive digital government concepts across the Sultanate.
