Oman signs landmark deal for wind turbine factory in Duqm  

The Public Authority for Special Economic Zones and Free Zones and Mawarid Turbine Company have signed agreements to establish a wind turbine manufacturing plant in the Duqm Special Economic Zone (SEZD).

MUSCAT – The agreements, signed by His Excellency Qais bin Mohammed Al Yousef, Chairman of the Authority, and Mustafa bin Mohammed Al Hinai, CEO of Mawarid Turbine Company, also cover plans to install six turbines to generate clean energy for the facility.

Under the usufruct agreements, the company acquired three plots of land: one for the factory, one for a single wind turbine, and another for installing five turbines. Additional agreements are planned to reserve more land for future expansion.

The project aims to localise the wind turbine industry in Oman and aligns with the Oman Vision 2040 objectives for green energy. The factory’s planned production capacity ranges from 800 to 1,000 megawatts, and the company is also developing a project to produce batteries for energy storage systems.

The first phase, costing approximately RO 70 million (US$182 million), will focus on producing turbine parts and blades. The second phase will include the manufacture of wind turbine towers and other components, in collaboration with local institutions.

Engineer Ahmed bin Ali Akak, CEO of the Duqm SEZD, said the zone offers ideal conditions for renewable energy projects, with abundant wind and solar resources, ample land, and a strategy focused on positioning Duqm as a hub for clean energy and future industries. He highlighted the SEZD’s efforts to attract investment and diversify its economic base, noting the strategic advantage of the Port of Duqm for marketing and exports.

Mustafa bin Mohammed Al Hinai emphasised that the project reflects Mawarid Turbine Company’s commitment to localising renewable energy industries, building national industrial capacity, and ensuring knowledge transfer and skills development for Omanis through technical partnerships and training programs. The project will primarily serve the Omani market, with plans to expand to GCC and African markets.

Ashraf bin Hamad Al Maamari, CEO of OQ Group, affirmed the group’s role as a strategic partner in Oman’s energy transformation, supporting initiatives that build sustainable local value chains and strengthen the Sultanate’s position in regional and global clean energy sectors.

As part of the project, Omani employees and trainees will receive hands-on training through the Shanghai Electric Wind Power Group in China, starting in the first quarter of this year, alongside educational programs developed in partnership with local universities and colleges to enhance national competencies in green energy.

Mawarid Turbine Company previously signed agreements covering technology licensing, research center establishment, knowledge transfer, initial design, localization, and training, further cementing its commitment to building a robust renewable energy industry in Oman.
