The reshuffle, the first since His Majesty Sultan Haitham took office in 2020, follows the sixth anniversary of his accession as Oman builds on fiscal gains and advances reforms to drive private-sector growth, investment and employment.

MUSCAT — His Majesty Sultan Haitham bin Tarik on Monday issued a royal decree reshuffling Oman’s cabinet and appointing new ministers, underscoring a continued focus on economic management, governance reform and institutional renewal.

The decree, Royal Order No. 17/2026, reconstitutes the Council of Ministers, retaining several key portfolios while introducing changes across a number of ministries, according to state media.

Under the reshuffle, His Highness Sayyid Fahd bin Mahmoud Al Said remains Deputy Prime Minister for the Council of Ministers, while His Highness Sayyid Shihab bin Tarik Al Said continues as Deputy Prime Minister for Defence Affairs. His Highness Sayyid Theyazin bin Haitham Al Said has been appointed Deputy Prime Minister for Economic Affairs, and Sayyid Bilarab bin Haitham Al Said was named Minister of State and Governor of Muscat.

Several senior ministers were retained in their posts, including Sayyid Badr bin Hamad Al Busaidi as foreign minister, Sultan bin Salim Al Habsi as finance minister, Dr. Abdullah bin Nasser Al Harrasi as minister of information, Salim bin Nasser Al Aufi as minister of energy and minerals, Eng. Saeed bin Hamoud Al Maawali as minister of transport, communications and information technology, Dr. Mahad bin Said BaOwain as minister of labour, and Dr. Hilal bin Ali Al Sabti as minister of health.

Other senior ministers continuing in office include Sayyid Khalid bin Hilal Al Busaidi as minister of the Diwan of Royal Court, General Sultan bin Mohammed Al Nu’amani as minister of the Royal Office, Sayyid Hamoud bin Faisal Al Busaidi as minister of interior, Dr. Abdullah bin Mohammed Al Sa’eedi as minister of justice and legal affairs.

Dr. Madiha bint Ahmed Al Shaibani retained her position as minister of education following the merger of the Ministry of Higher Education, Research and Innovation with the Ministry of Education.

The decree also confirmed several new appointments. Sayyid Saud bin Hilal Al Busaidi was appointed minister of culture, sports and youth, Anwar bin Hilal Al Jabri was named minister of commerce, industry and investment promotion, while Dr. Khamis bin Saif Al Jabri was appointed minister of economy. Sayyid Ibrahim bin Saeed Al Busaidi was named minister of heritage and tourism.

The reshuffle, the first since His Majesty Sultan Haitham ascended the throne in 2020, comes a day after Oman marked the sixth anniversary of his accession, as the sultanate builds on recent fiscal gains and structural reforms aimed at boosting private-sector growth, attracting investment and creating jobs for its young population.
