MUSCAT : The agreements are aimed at strengthening bilateral partnership and expanding joint cooperation across several strategic sectors, including logistics, land ports, supply chains, data centres, cloud computing, infrastructure, artificial intelligence, and air connectivity.
The first agreement involves a cooperation programme in logistics services, the development and operation of land ports (dry ports), and supply chain services. The programme seeks to enhance logistics integration, facilitate the exchange of expertise, and support capacity building in this vital sector.




The second agreement focuses on strengthening cooperation in data centres, cloud computing infrastructure, and artificial intelligence projects and services. It aims to enhance partnership between the two countries through capacity building, skills development, the exchange of knowledge and expertise, and cooperation in developing relevant policies and legislation.
The third agreement relates to enhancing air connectivity between the two countries through the launch of direct Oman Air flights between Muscat and Kigali. This strategic initiative is expected to facilitate travel, support trade and tourism exchange, and strengthen links between the Sultanate of Oman and the African continent. The flights are scheduled to operate twice weekly starting in June 2026, subject to obtaining the necessary regulatory approvals.
The fourth agreement includes a memorandum of understanding between the Rwanda Development Board and Oman Airports Company for Airport Management, aimed at enhancing cooperation in airport development and management, exchanging expertise, and exploring joint investment opportunities in the aviation sector and related infrastructure.
His Excellency Engineer Saeed bin Hamoud Al Maawali, Minister of Transport, Communications and Information Technology, stated that the agreements fall within the Sultanate’s strategic objectives of expanding international partnerships in the transport, logistics, and information and communications technology sectors, with a particular focus on East Africa.
He emphasised the importance of cooperation with the Republic of Rwanda, noting that the agreements will enhance collaboration in land transport, land ports, investment promotion, expertise exchange, and airport ground handling services. He added that the agreement on launching direct Oman Air flights to Rwanda will open new horizons and contribute to strengthening bilateral relations.
His Excellency further noted that the agreements present significant opportunities for cooperation in exchanging experiences, capabilities, and knowledge in areas such as digital government and data centres.
The agreements reflect the strength of bilateral relations between the Sultanate of Oman and the Republic of Rwanda and underscore both countries’ commitment to expanding economic and technical cooperation in support of sustainable development, regional integration, and strengthened partnerships between the Middle East and Africa in priority sectors.
