MUSCAT – His Majesty Sultan Haitham bin Tarik has issued a royal decree granting Omani citizenship to four Russian nationals and permitting them to hold dual nationality, according to an announcement published in the Official Gazette.
The decision, issued under Royal Decree No. 103/2025, comes in line with the Omani Nationality Law and was taken in the interest of the public good, the decree said.
The individuals granted Omani citizenship are Yuri Alexei Nikolai Soloviev, Mikhail Yuri Alexei Nikolai Soloviev, Nicole Yuri Alexei Nikolai Soloviev, and Anna Yuri Alexei Nikolai Soloviev. The decree also authorises them to retain their Russian citizenship alongside Omani nationality.

The royal decree was issued on December 8, 2025, corresponding to 17 Jumada Al Akhirah 1447 AH, and takes effect from the date of issuance.
