MUSCAT : The “Tamkeen” initiative is being rolled out in cooperation with the Oman Vision 2040 Implementation Follow-up Unit, the Authority for Projects, Tenders and Local Content, and the SMEs Development Authority (Riyada). As one of OCCI’s headline programmes, it focuses on three strategic pillars: improving the business environment, expanding economic diversification, and strengthening governorate-level economic development.


Under this initiative, OCCI will introduce two training programmes during 2025 and 2026, spanning multiple governorates across the Sultanate. These programmes aim to empower SMEs to effectively compete for opportunities within the 10% procurement quota allocated to them in government projects and tenders.
HE Sheikh Faisal bin Abdullah Al Rawas, Chairman of OCCI, emphasised that the launch of “Tamkeen” reflects the Chamber’s commitment to enabling the private sector, especially SMEs, which remain a cornerstone of Oman’s economic engine. He noted that the evolving national landscape calls for greater preparedness from SMEs to participate robustly in both government and private-sector projects.

HE Al Rawas highlighted that the Chamber is intensifying its efforts to equip SMEs with the capabilities required to confidently enter the procurement and tendering markets. This, he said, would strengthen local content, broaden business prospects for young Omanis, and support the realisation of Oman Vision 2040’s economic goals.
Zakariya bin Abdullah Al Saadi, Chief Executive Officer of OCCI, added that “Tamkeen” is a direct outcome of the Chamber’s strategic development workshop, rooted in its three foundational pillars. He noted that earlier this year, OCCI unveiled 14 qualitative initiatives aimed at accelerating progress toward these strategic objectives.
Al Saadi underscored that SMEs are not just a supplementary component of the national economy, but a central driver of development, a platform for innovation, a key source of youth employment, and a crucial contributor to national supply chains and enhanced local content. The “Tamkeen” initiative, he said, reflects this understanding and seeks to equip SMEs with the tools needed to thrive in an increasingly competitive marketplace.
