MUSCAT : According to the second edition of the Digital Economy Explorer report, Oman achieved remarkable progress across several dimensions of the digital economy, reflecting the country’s accelerating shift toward digital transformation and sustainable economic growth. The Sultanate demonstrated a balanced performance across all pillars, securing first place globally in the gender equality pillar and third place in the digital inclusion pillar, which measures how effectively various segments of society are integrated into the digital landscape.
Oman also made notable strides in the digital work and training pillar, ranking sixth worldwide, underscoring its commitment to upskilling the workforce for a competitive digital future.
The report further highlighted Oman’s strong regulatory foundations, with the Sultanate earning a perfect score of 100 points in the Technical Innovation Legislation and Governance Index. Additionally, Oman scored 92.9 points in the Communications and Information Technology Sector Legislation Index, affirming the robustness of its digital governance framework.

Year-on-year comparisons showed substantial growth across the majority of indicators in the Digital Economy Explorer Index 2025. Oman recorded a 44.5% increase in the Digital Innovation pillar, 36.2% growth in Digital Inclusion, a 33.5% rise in core ICT activities, and a 29.3% jump in Digital Finance.
Reflecting this progress, the digital economy’s contribution reached 2.83% of the GDP of non-oil activities, while the sector registered a 15% overall growth compared to 2021. The added value of the digital economy climbed to RO 769 million, up from RO 668.5 million in 2021.
