MUSCAT : The Sultanate of Oman has officially introduced a Cultural Visa, a new category within its entry permit framework designed to facilitate the arrival of foreign artists, researchers, intellectuals and cultural practitioners. The Royal Oman Police (ROP) announced the initiative as part of the country’s broader strategy to strengthen cultural exchange, promote creative industries and support Oman Vision 2040.
According to ROP, the Cultural Visa is granted to foreigners travelling to Oman for clearly defined cultural purposes and is issued at the request of a relevant hosting authority — such as the Ministry of Culture, Sports and Youth, academic institutions or recognised cultural centres — which also assumes responsibility for the applicant.
Who qualifies for the Cultural Visa?
The visa is open to individuals participating in a range of cultural activities, including:
• Cultural exchange programmes or artistic training
• Academic or research collaboration in culture, arts and heritage
• Participation in literary, artistic or intellectual conferences and festivals
• Attendance or organisation of cultural and artistic events and exhibitions

A special clause also allows a cultural joining visa for the spouse or first-degree relatives of eligible foreigners entering the Sultanate for cultural purposes.
Visa duration and fees
The Cultural Visa may be granted for:
• One year — fee: 50 OMR
• Five years — fee: 50 OMR per year
• Ten years — fee: 50 OMR per year
The visa must be used within three months of issuance or it becomes invalid. ROP clarified that extensions linked to this visa do not apply to other residency visa types under the Foreigners’ Residence Law.

Authorities say the new visa category aims to support the national economy by promoting cultural tourism and enhancing international engagement.
The ROP highlighted several benefits, including:
• Facilitating the arrival of experts, researchers and creators in cultural fields
• Supporting the transfer of knowledge and professional exchange
• Enhancing Oman’s cultural openness and global cultural dialogue
• Encouraging stronger foreign participation in Omani cultural and artistic events
• Ensuring proper legal oversight for foreigners working or performing in cultural sectors
