Oman sets limits on domestic workers’ hours, holidays and wages under new regulations

As part of the newly issued Ministerial Decision No. 574/2025, the Ministry of Labour has outlined detailed provisions governing working hours, holidays, and wage payments for domestic workers and related professions in Oman.

MUSCAT – These provisions aim to safeguard workers’ rights, ensure fair compensation, and prevent abuse or exploitation in the sector.


Key Provisions:
• Domestic workers may work up to 12 hours per day, with 8 hours of rest required within the day.
• Rest periods and mealtimes are not counted as part of the working hours.
• An additional 2 hours of overtime may be permitted, only if agreed in writing, and must be compensated at the daily wage rate.
• Workers are entitled to at least one paid day off per week.
• Employers may request workers to work on their rest day with written consent, provided they either receive double pay or a compensatory rest day.
• Workers are entitled to up to 30 days of paid sick leave per year, with a valid medical certificate.
• Employers cannot require workers to work during their sick leave.
• Workers earn a minimum of 21 paid annual leave days per year.
• Leave may be split and taken by mutual agreement.
• Unused leave must be compensated if the worker leaves employment before using it.
• All leave days (sick and annual) are counted as part of the employee’s service period.
• Wages must be paid in Omani rials or another officially agreed currency, within 7 days of the due date.
• Payment must be documented by signed receipt or bank transfer.
Employers can only deduct wages in limited cases:

  1. Damage caused by the worker due to negligence.
  2. Court-ordered fines or debts.
  3. Repayment of a loan (with written agreement, and no interest).
  4. In all cases, deductions must not exceed 25% of the worker’s wage.
