MUSCAT : His Majesty Sultan Haitham bin Tarik has issued Royal Decree No. 82/2025 granting Omani citizenship to distinguished lawyer Mansoor Jamal Malik and authorising him to hold dual nationality, Omani and British.
The decree was issued in accordance with the new Omani Nationality Law (Royal Decree No. 17/2025), promulgated on February 2, 2025, which stipulates in Article 5 that dual nationality may only be granted by Royal Decree, based on the recommendation of the minister.
Malik is the founder and Managing Partner of Al Busaidy, Mansoor Jamal & Co. (AMJ). A UK-qualified barrister, he brings over 35 years of legal practice in Oman and has been consistently recognised as a leading lawyer and “Star Individual” by global legal directories.

Over his career, he has advised on complex projects and groundbreaking public-private partnerships, playing a central role in many of Oman’s landmark transactions across the energy, natural resources, infrastructure, real estate and telecommunications sectors.
According to AMJ, Malik has also advised the Government of Oman on restructuring and privatisation programmes in key industries and is regarded as one of the pioneers of Islamic finance in the country.
