MUSCAT : The meeting outlined the policy pillars guiding the drafting of the law, which include the Basic Law of the State, Oman’s five-year development plans, provisions on press and media freedoms, and international human rights conventions. Officials explained how the law and its executive regulations were developed in consultation with government entities, civil society, and media professionals through a participatory approach.
Key provisions include licensing procedures for media activities, defining professional rights and obligations, regulating publications and artistic works, and setting penalties for violations. Presentations were delivered by Advisor Jamal bin Salem Al Nabhani and Dr. Mohammed bin Saeed Al Hinai, Director General of Publications and Artistic Works.
Commenting on the law, Dr. Khalid bin Ali Al Khawaldi, Director of Communication and Media in North Al Batinah, said the legislation strikes a balance between freedom of expression and professional responsibility while enhancing credibility in media content. He emphasized that its success will depend on flexible interpretation and periodic updates to match the fast-changing media landscape.

Hamoud bin Ali Al-Touqi, Editor-in-Chief of Al-Waha Magazine, described the law as a “qualitative shift” that provides a clear roadmap for professionalism in media work. Similarly, Abdulaziz bin Darwish Al-Zadjali from the Ministry of Labour highlighted how the law clarifies roles across public and private media platforms, ensuring messages reach the public effectively.
Saleh bin Mahfouz Al Qasimi, Director of Television Censorship at Majan TV, noted that the law keeps pace with Oman’s renaissance and evolving media environment, giving professionals the framework to deliver responsible content while meeting national aspirations.
