Muscat: The Ministry of Commerce, Industry and Investment Promotion expressed its strong backing for Chinese investors during the third Oman-China Friendship Forum 2025, held in Salalah, Dhofar Governorate. His Excellency Dr. Saleh bin Saeed Masan, Undersecretary for Commerce and Industry, led discussions with major Chinese companies operating in the Sultanate.
During the meeting, Chinese investors raised several inquiries related to investment opportunities, local content development, and available incentives in Oman’s growing economic sectors. His Excellency emphasized that Oman is committed to ensuring a balance between increasing local participation and offering flexibility to foreign investors, particularly during the initial phases of project development.
Key topics discussed included the role of the Invest in Oman Center as a one-stop platform for investors, providing licensing services, technical support, and translation facilities tailored for Chinese businesses.

His Excellency highlighted that industrial zones under Madayn offer attractive incentives such as reduced service costs, tax and customs exemptions, and flexible hiring frameworks depending on sector and location. He also identified high-potential sectors such as construction materials, food processing, EV components, medical devices, and renewable energy, areas where Chinese companies are well-positioned to lead.
Legal procedures regarding foreign ownership and partner share transfers were also addressed. Dr. Masan clarified that Oman allows official power of attorney documentation issued and notarized in China, which can be authenticated through Oman’s embassy, or processed online through the investor services portal.
The Undersecretary concluded by reaffirming Oman’s dedication to deepening economic collaboration with China and ensuring that Chinese investors receive the necessary support to succeed in the Omani market. He described the growing Chinese presence as a key driver in advancing the Sultanate’s industrial strategy and achieving the goals of Oman Vision 2040.
