MUSCAT – The project forms part of the Ministry’s broader strategy to enhance tourism infrastructure and attract sustainable investments in Dhofar Governorate.
Developed in partnership with Al Wathba Hospitality Company under a usufruct agreement signed in February 2025, the project stands out for its strategic coastal location and comprehensive hospitality and recreational components.

The first phase of the project, scheduled for completion within 30 months, includes the construction of a five-star hotel with 124 hotel apartments, an integrated marina with restaurants and cafes, a beach club, a health club, and a main gate to the complex.
His Excellency Azzan bin Qasim Al Busaidi, Undersecretary of the Ministry of Heritage and Tourism for Tourism, stressed the significance of the project in creating direct and indirect job opportunities, supporting local SMEs, and providing training and skills development programmes for Omanis in the tourism and hospitality sectors.
He added that the project represents a qualitative addition to the Ministry’s efforts to develop tourism destinations in Oman, particularly in the Dhofar Governorate, which boasts a rich natural and environmental diversity. He noted that these projects embody the government’s efforts to enhance economic diversification through investment in the tourism sector.
According to Khalid bin Abdullah Al Abri, Director General of Heritage and Tourism in Dhofar Governorate, the new tourism project is among the most prominent ventures in the governorate in terms of investment volume and the diversity of its components. He explained that the first phase of the project will include a five-star hotel and a yacht marina – one of the largest in the Sultanate of Oman – in addition to an integrated beachfront, which will contribute to strengthening the governorate’s tourism infrastructure.
He also pointed to the Ministry’s ongoing efforts to promote Dhofar internationally by launching new tourism markets and direct air routes, resulting in a 9 percent increase in visitors during the 2024 Khareef season and an 18 percent rise during the winter season compared to the previous year.
The ceremony included visual presentations on Dhofar’s tourism potential and the project’s master plan, culminating in the symbolic laying of the foundation stone by His Excellency Azzan Al Busaidi.
It’s worth noting that the project represents a qualitative addition to the tourism sector in the Sultanate of Oman, providing integrated facilities and promising investment opportunities, in addition to strengthening public-private sector partnerships to boost tourism in Dhofar Governorate.
