Oman’s SPF highlights revised implementation dates for key social insurance provisions

His Majesty Sultan Haitham bin Tarik has issued Royal Decree No. 60/2025 amending certain provisions of Royal Decree No. 52/2023 concerning the promulgation of the Social Protection Law.

MUSCAT – The Social Protection Fund highlighted the new schedules for social insurance branches. As per the new decree modifying select clauses of Royal Decree No. 52/2023, activation dates of three social insurance branches have been effectively postponed. The revised implementation schedule is as follows:
• Sick leave and extraordinary leave insurance branch (for Omani and expatriate insured persons) is set to begin on July 19, 2026
• Savings system for expatriate workers to come into effect on July 19, 2027
• Work injuries and occupational diseases insurance branch (for expatriate workers) is rescheduled to July 19, 2028

The Royal Decree also specifies that Clause 1 of Article 139 of the Social Protection Law will be implemented on a date determined by the Board of Directors of the Social Protection Fund, but not later than four years from the decree’s issuance.
