Muscat – This decision aims to regulate the activity of operating independent carriers, ensuring adherence to technical standards and promoting the efficient delivery of water and wastewater services.
The new guidelines specifically target the independent tanker operators and their activities within the water transport, wastewater collection, and treated water transport sectors.
Under the regulations, independent tanker operators are required to obtain permits and adhere to a Unified Service Level Agreement approved by the Authority. These agreements outline the responsibilities of both operators and licensees, detailing quality standards, complaint mechanisms, and testing protocols. The regulations also set out specific requirements for the operation, maintenance, and branding of independent carriers, including designated colours for different types of tankers, ensuring compliance with safety and operational standards.
As per Article 6 of the decision, the paint on the outer body of the tanker shall be as follows:
A – Potable water tanker: Blue, with the phrase “potable water” written on it.
B – Non-potable water tanker: Green in colour, with the phrase “non-potable water” written on it.
C – Sewage tanker: yellow, with the word “sewage” written on it.
The regulations mandate that all independent tanker operators must regularise their status within one year from the date of the regulations’ enactment. They must also meet documentation and operational requirements, including the installation of tracking devices on tankers and regular inspections to ensure compliance with technical standards.
The regulations also stipulate penalties in case of violations, with fines ranging from RO 50 to RO 50,000 depending on the severity of the violation. Repeated violations could lead to additional fines, with continuing offenses attracting daily penalties.
