Muscat – The project has reached 93 percent completion, marking a significant milestone in Duqm’s ongoing urban development strategy.
Launched two years ago as a key initiative to boost investment and tourism in the zone, the Sai Commercial District spans a comprehensive 13.65-kilometre road network. This includes 4.25 kilometres of dual carriageways, each with two lanes in both directions, and 9.4 kilometres of single-lane internal roads. The infrastructure also features 10 road connections to surrounding main roads and 7 traffic-light-controlled intersections, ensuring efficient movement and connectivity.
The project is part of a broader development plan valued at RO 13.1 million, which includes a 12.3 km stormwater drainage network, 9.1 km sewerage system, and 1.5 km stormwater drainage channel, in addition to the installation of more than 600 lighting poles across the district.
Eng. Abdullah bin Salem Al Hakmani, Director of the Technical Affairs Department, emphasised the strategic importance of the project. He pointed out that the internal road network project in the ‘Say’ Commercial District is a cornerstone of SEZAD’s vision to develop Duqm into a vibrant investment, tourism, and lifestyle destination.
This modern infrastructure is designed to meet the needs of residents, investors, and visitors alike, he pointed out.

The ‘Say’ Commercial District already hosts a variety of commercial, educational, and leisure facilities, including Al Saad International School, Oman Bowling Center, Badr Al Samaa Medical Complex, several hotels, retail outlets, and a 13,000-square-meter public park inaugurated last year.
Eng. Hakmani added that the district will soon see the addition of electric vehicle charging stations, charging outlets for phones and smart devices along pedestrian routes, and dedicated paths for bicycles and e-bikes. With 53 projects completed and 24 currently under construction, the district is shaping up as a model for integrated urban development.
Eng. Hakmani expects the construction of the internal road network in the ‘Say’ Commercial District to be completed in the second half of this year. He noted that the project’s completion will attract more investments to the Duqm Special Economic Zone and enhance the zone’s management’s plans to develop the Duqm lifestyle and provide various facilities that meet the aspirations of residents, tourists, and locals.
