MUSCAT : Speaking at the OSHRM Conference organized by the Omani Society for Human Resources Management, His Excellency Dr. Al Ghassani stressed that innovation in the region often outpaces legislation. He called for a more adaptive governance model that allows the piloting of new solutions before formal laws are enacted, similar to models followed in advanced nations.
Highlighting progress in sustainable development, His Excellency revealed that community satisfaction with green spaces in Dhofar surged from just 30% to 86%. This leap, he noted, is a result of the municipality’s focused “Green Belt” initiative, driven by a dedicated government committee with clear implementation strategies.
Furthering the vision for a greener and more inclusive Dhofar, the municipality is rolling out eco-friendly initiatives like electric vehicles and charging stations, while investing in capacity building and local partnerships.

Youth empowerment was another cornerstone of his address. His Excellency introduced a youth committee of 30 individuals aged 18 to 30, chosen through competitive interviews from all governorate states. This diverse group, representing various technical and technological sectors, plays an active role in shaping and assessing key initiatives.
In a move to enhance inclusivity, the municipality will soon add two members with disabilities to the youth committee, reinforcing its commitment to community integration and equitable access to services.
